ARTICLE XIII. 

Nominations of Officers 

Section 1.

Nominations of officers, i.e., Executive Board members of the Local Union, shall be held during the month of October.  The Executive Board shall determine whether such nominations shall be made at a General Membership meeting or at Shop and Industry Union Membership meetings or both.  If nominations are to be held at Shop and Industry Unit meetings, the members may nominate candidates from their own or any other Shop or Industry Unit.

 

 

Section 2.

Nominations shall be made at the meeting by a member in good standing other than the nominee, by motion seconded by a member in good standing other than the nominee.  No member whose dues have been withheld by his/her employer for payment to this Local Union pursuant to his/her voluntary authorization provided for in a collective bargaining agreement shall be declared ineligible to stand for election, to nominate, second or vote for a candidate for office in this Local Union, by reason of a delay or default in the payment of dues by the employer to this Local Union; however, this may not preclude the member from being declared ineligible by reason of his/her delinquency for other fees or monies owed the Local Union.  The Secretary-Treasurer shall review the eligibility to hold office of any member at such member's request and shall make a report on the eligibility of such member within five (5) days thereafter.

 

 

Section 3.

Nominations shall be the first order of business at the nomination meeting or meetings, and complete minutes shall be kept of such meetings.  Where nominations are authorized at Shop and Industry Unit meetings, copies of said minutes shall be forwarded to the Recording Secretary of the Union by the Shop or Industry Unit Secretary.

 

 

Section 4.

Any member present who is eligible to nominate a candidate for any particular office shall rise and address the President or other officer serving as Chairperson, if a General Membership meeting, or the Shop or Industry Unit Chairperson, if a Shop or Industry Unit meeting, and when recognized by the Chair, he/she shall make his/her nomination by motion that shall be seconded by another eligible member present at such meeting.  Having placed the name of a member in nomination as a candidate for a particular office, the member making the nomination will be supplied with a form at the nomination meeting to be filled out by himself/herself and signed by the member who seconded the nomination, said form shall indicate:

(1)  Date nomination was made.

(2) Name of person nominated and shop unit worked in.

(3) Name of member making nomination.

(4) Name of member seconding the nomination.

(5) When nomination is made at a Shop or Industry Unit meeting, form shall also be verified by Shop or Industry Unit Chairperson or Shop or Industry Unit Secretary, and the Business Representative present.

 

 

Section 5.

All such forms so completed in Shop or Industry Unit meetings held during the month of October shall be immediately forwarded to the Secretary-Treasurer of the Local Union.

 

 

Section 6.

Nominations shall not be closed until a reasonable opportunity has been afforded for all nominations.

 

 

Section 7.

No member may sign more than one (1) nomination form for any particular office.

 

 

Section 8.

No member shall be a candidate for more than one (1) office at an election.

 

 

Section 9.

Except as provided for in Article XIII, Section 2 above, and except that nominations must be made in person by members attending a meeting held for that purpose, every member of this organization shall be entitled to nominate one candidate for each office open and every member shall be entitled to second the nomination of one candidate for each office open.

 

 

Section 10.

Every member eligible to nominate as defined in Section 2 above shall be free to speak for or against the nomination of any candidate but the principal nominating speech shall not exceed five minutes and all others shall be limited to three (3) minutes.
