ARTICLE XVII.

Transfer and Withdrawal Cards

Section 1.

If a member of another Local Union goes to work under the jurisdiction of this Local Union, immediately upon going to work, or before if practicable, he/she shall make a request in writing to the Local Union of which he/she is a member and from which he/she seeks to transfer for the issuance of a transfer card to him/her, and shall also apply to the Secretary-Treasurer of this Local Union for approval so to transfer.  This Local Union shall accept the transfer card of a member in good standing with any Local Union of the International Union, without any extra charge or fees, except as set forth in the International Constitution; provided, however, the member seeking to transfer has already obtained employment within the jurisdiction of this Local Union; provided further, the member seeking to transfer shall comply with all provision set forth in the International Constitution respecting transfer; and provided further, he/she shall comply with rules and regulations of this Local Union and its By-Laws.  A member who has transferred to this Local Union shall be entitled to the rights and privileges of membership in this Local Union in accordance with the rules and regulations of this Local Union.

Section 2.

This organization shall issue transfer and honorable withdrawal cards in the form, for the reasons, and in accordance with the provisions of the International Constitution relating thereto, and shall charge fifty cents ($.50) therefor; provided, however, that the provisions of Article XVIII, Section 4(a) of the International Constitution relating to mandatory issuance of withdrawal cards during unemployment shall not apply to seasonal employment.

Section 3.

Any incumbent officer of this Local Union who retires from his/her office shall cease to hold any other office or position he/she occupies by virtue thereof, as of the effective date of his/her retirement.  Any incumbent part-time officer of this Local Union who retires under any pension plan, the benefits of which he/she is entitled by reason of his/her current employment at the craft (other than as a Union officer), shall cease to hold office on the effective date of his/her retirement.  A withdrawal card shall be issued to any member, including an officer of this Local Union, who has retired from employment at the craft.

Section 4.

If the member subsequently obtains employment under our jurisdiction, he/she may deposit such withdrawal card and be readmitted to membership in good standing if (1) he/she pays a month's dues for the month in which the card is deposited without being required to pay an initiation fee or re-initiation fee and (2) there do not exist any of the reasons for refusing to accept a withdrawal card set out in our International Constitution.
